The article provides an analysis of the regulations for water reservoir operation. It is shown that from spring to winter seasons the flow redistribution has negative impact on water transportation, agriculture, fisheries and it also limits the development of prospective projects. To improve the operation of reservoirs, it is recommended to review all the existing basic rules of water reservoirs use, as well as the new regulation drafts, including the ones already agreed.
