The Russian water management system has undergone serious structural and institutional reforms. A system of the state regulation of water management corresponding to market conditions was created. The Federal law formulates aims, objectives, and principles of public policy in the area of water use. However, the current laws and regulations in this field do not fully respond to actual environmental-economic, socio-political, and institutional-legal conditions.
