The article is devoted to the identification of the key aspects of the water resources management in the region with the purpose of their rational use. The concept of regional Institute of the regulated market of water relations’ formation in water resources management is used. It is suggest the organizational scheme to water management, which is based on the unity of approaches basin regulation and territorial administration, the division of control and economic functions.
