The paper offers variants of powers distribution between federal and basin levels of management, as well as structures of interaction between basin water-management associations and water-users. The possibility of basin management financing is proved on the basis of modification in water-use payment calculation system adding a rent component to the payment structure. Methodological principles of paid water use are also provided in the paper.
