A mathematical model for drawing up water distribution plans by the example of Sadkovskaya irrigation system has been developed. The mathematical system of distribution the water consumers applications in the current regime, which allows the ascertainment of a number of characteristics of the irrigation system, i.e. load, the number of applications and the time of their approval, has been considered in the article. The general block diagram of the water consumers applications control, as well as that for each variant of mutual assistance in the irrigation of vegetable crop rotations in the years of drought, are suggested. The described system of applications distribution makes it possible to evaluate different scenarios of the water distribution functioning. One of the variants of the above system has been considered and the downtime of the intra-enterprise canals (R0≈0.05 per day) has been obtained. This figure is the first step in determining the basic characteristics of the system. It is shown that having determined the idle time indicator of the intra-farm canals it is possible to calculate all the indicators for each of the variants of mutual assistance of irrigation canals in the system of water consumers distribution.
