Water management zoning of Russia: Amur River District - Moscow: NIA-Priroda, 2008


Zoning for Water produced in accordance with the Methodology for water-zoning of Russia (approved by order of the MNR of Russia from 25.04.2007 № 111), which defined a set of actions for the division of hydrographic units (river basins and sub-basins) of the territory Russia on water management areas. The method establishes the basic principles and criteria for dividing the hydrographic units for water management areas, the order of definitions and descriptions of boundaries of water areas, the coding rules (numbering) of water areas.
Water management areas represent a minimal part of the river basin (minimum accounting units) used in the preparation of water balances, and sufficient (from the standpoint of ensuring sustainable water use and water protection) for determining the limits of water extraction, wastewater discharge limits and other parameters of water bodies or parts thereof, located within the specific water areas. Allocation of water sites based on the hydrograph geographical and economic-geographical approaches to zoning.
Establishment (release) of water sites and determination of their boundaries on the schematic map was carried out on the basis of state topographic maps (scale 1:1000000 and 1:200000) and digital elevation models using GIS technology.
Published materials on water zoning of the 20 river basin districts include the four Annexes to the order Rosvodresurs on July 31, 2008 № 161:
1. Systematic list of water management areas (annex number 1).
2. Description of boundaries of water areas (annex number 3).
3. Register GCP boundaries of water areas (annex number 4).
4. Outline map with the boundaries of water areas and reference points on these boundaries (Annex number 2).
