Russia is among the few countries in the world who possess rich natural resources, among which - Water. The total potential of Russia NATURAL per one inhabitant to 3 times more than in the U.S., and 7 times higher than in Japan. Water resources are a renewable, exhaustible resources. The importance of this resource can not be overstated, as it is used as a resource for domestic consumption, and as a resource material production (construction, agriculture, industry, services). Throughout the country, about 2.5 million rivers and approximately 3 million lakes, whose resources are fresh water. After Brazil, Russia reserves of water takes place 2 [1].

In Russia, one tenth of the world river runoff (surface water). In addition, hydropower potential of Russia is the 2nd place after China, and the territory from the Urals to the eastern border regions of Russia accounts for 90% hydro used, by the way, only 36%. Two thirds of the river belongs to the basin of the Arctic Ocean. In Siberia and the Far East accounted for two thirds of the waters of the rivers.
