In order to solve national tasks of sustainable socio-economic development in the area of agriculture in Russia, a federal special-purpose program “Development of land reclamation in Russia up to 2020” was elaborated. Strategic tasks and objectives are to be achieved by improving reclaimed land productivity through modernization, reconstruction of existing irrigation and drainage systems and construction of new ones. This would ensure an increase in stability of crop production and sustainable functioning of agricultural sector under any climatic conditions of the year, the average productivity of forage crops being up to 7 t/ha in irrigated land and 5 t/ha in drained land.
