Water is not a means of political leverage a priory. However, it can become such if, at least, the following three elements are present: acute water scarcity; technical capabilities to impact on water amount; and, political will. The combination of those elements took place quite rare in the past. As global freshwater scarcity grows and science and technology advance, the above mentioned conditions occur more often, i.e. a tendency of increasing impact of water factor in international relations is observed.
