The author considers the problems and prospects of scientific and technological revolution in the area of information-communication technologies and the degree of their influence on interaction between man and nature, on environmental protection and rational nature management, on readiness of the community of common state to mitigate negative consequences of globalization. Eco-attitudes of population and comparative measures of the quality of public management in Russia, Belarus and other countries are considered through the lens of human factor and in terms of securing decent living standards and human development as the necessary conditions for reorientation of relationships between man, society and nature.
