More than half the population in Uzbekistan lives in the rural area and their wellbeing depends of quality of land and availability of water resources. Land quality is determined by the following indicators: groundwater level; groundwater salinity; and, soil salinization. Those factors are not isolated. They are affected by economic activity, and therefore careful use of irrigation water has been always the major for a farmer. 

Monitoring of the conditions of irrigated land is under responsibility of Provincial Hydrogeological and Land Reclamation Field Offices (OGGME) at the Land Reclamation Department, which is under umbrella of the Ministry of Agriculture and Water Resources of Uzbekistan.
