On the base of energy-entropy approach the conceptual issues of predicting the modern status and future scenario development in environment-technical system (ETS) “Environment–Object of Activity–Population” linking with the use of water resources and protection against the negative impact of natural waters were considered. The main reason of the problems and crisis in functioning of ETS, where as an object of activity is considered a reservoir hydrosystem, was the lack of interaction between separate components of the system. To research the processes of interaction with environment components (biotic, abiotic), the law of power conservation is applied, which enables to consider such a system as entire, dynamic, sustainably unbalanced, and isomorphic at all levels.

The level of entropy for an object is determined by the energy flows and internal energy status of ETS. Therefore, one of the components is reliability – the stock of internal energy of resistance to the generic impacts of input flows of energy either on the separate components of construction or the whole construction. The existing practice shows that resolution of social and ecological problems during operation of ETS often requires actions decreasing the reliability indices of waterworks. As a result, further operation becomes uneconomical. To form the trend of sustainable development of ETS we recommend using optimization criteria based on minimizing the value of live cycle and prime cost of production and maximizing the economic effect and profitability.
