The paper is devoted to problems connected with peculiarities of legal norms of different objects of water resources. The author comes to the conclusion that efficiency of legal regulation, utilization, protection and improvement of lands adjacent to the water bodies is impossible without a detailed and precise analysis of specific features of each type of water source. Moreover ways of solving the existing problems are suggested, the reduction of competition of water users' rights being one of the most disputable sphere of water resources use and protection.
