The composition and a classification of water infrastructure of the agricultural sector, on the basin management principle with the release of possible sources of funding. Made suggestions for optimizing costs, water management, the organization of effective water resources management system based on the cluster system and the organization of integrated water resources management, which allows for background reduce transaction costs and improve economic efficiency, both for utilities and for agricultural producers.
