The existent concept of flow norms, approaches and methods of calculation are considered. For the series of river flow in Western Siberia of more than 50 years, the situation of consistent extension of observations over time was reproduced, and the flow rate of consistently lengthening series was calculated. The predictions of flow rate change by the linear trends of average annual discharge and the linear trends of flow rate of the lengthening series were compared. The conclusion on the flow rate variation under the influence of climate change in recent decades was made.
