By 1984, the number of the institute’s scientific branches has increased to 44. The staff members amounted to 1250 people. In 1986, by order of the USSR Ministry of Land Reclamation and Water Resources, a scientific-production association was established on the basis of SANIIRI. The SPA was comprised of 25 organizations
