In the first article, Arthur Askew, a former director of the Department of Hydrology and Water Resources of the WMO and the current president of the International Association of Hydrological Sciences, outlined the creation of the Hydrology and Water Resources and the relationship of this program with UNESCO. The article contains interesting historical information about the various stages of that program was in its development toward becoming a current program in hydrology and water resources.
