The paper considers a territorial-basin approach to modeling the HPP operation regimes on the basis of forecasts of inflow to reservoir. Those forecasts were made by using flexible methods of long-term forecasting of nature-based energy factors. Such approach also takes into account transboundary conflicts related to both water use and environmental demand meeting.
