The paper gives rationale for the geological structural and mathematical models designed to identify the stress-strain state of the rocks at Toktogul HEPS site. Relationships were considered between the distribution of horizontal stress and the water bedding level in the rocks of Toktogul HEPS. An optimal water level was set in the reservoir at which the tension horizontal stresses are minimal.
