The purpose of the study is to formulate the concept of a complex approach to the rational use and protection of soil and water resources in the zone of highland crop farming of the country. The factors of natural and anthropogenic impact, aggravating soil fertility and water supply of crops, cultivated in the region, erosion processes including, have been studied. It is proved that in the Alps zone of highlands of Azerbaijan Republic the above processes are developing more intensively than in the subalpian latitude, moreover, ravine and flat land erosion is rather widely developed.
It is stressed that forest cutting, summer pastures extermination and slope lands plowing up cause serious reduction of soil resistance to erosion and, hence, intensive water erosion of soil, deteriorated soil fertility and water regime. In order to protect natural resources and to control the highly developing erosion processes it is necessary to develop and introduce, as soon as possible, complex measures, among them the following: soil conservation (by drainage and irrigation), phytomelioration, agrotechnical measures, slightly intensive irrigation and so on.
